A total of 80 teams will be drawn into 16 groups of 5 teams. The preliminary round will be played in single round-robin matches.
16 group winners and 16 runners-up will advance to the second round.
The draw was held online via the official PSSI youtube channel on 26 March 2024.[46] 80 teams divided into 5 zones based on their geographical location. However, 2 teams then decided to withdrew ahead of the national phase.
The following draw mechanism is applied: 1. The 16 host teams are seeded and automatically drawn sequentially into groups A–P. 2. The draw started with zone 1 and ended with zone 5. 3. Teams from the same zone cannot be drawn into the same group.

National Phase (Fourth Round)
The 8 teams that advanced from the Third round were divided into 2 groups of four teams to play single round-robin matches.
2 group winners will advance to the final. The top three teams from each group will be promoted to the 2024–25 Liga 2.

The 2 group winners from the fourth round will play in the final match. The final will be played as a single match.[47] If tied after regulation time, extra time and, if necessary, a penalty shoot-out will be used to decide the winning team.
Half of season awards
Jelang bergulirnya Liga 1 2023-2024, PT Liga Indonesia Baru (LIB) selaku penyelenggara kompetisi akan menerapkan regulasi baru. Salah satunya soal kuota pemain asing untuk Liga 1 2023/24.
Jika sebelumnya Liga 1 2022/23 menggunakan format 3+1, untuk Liga 1 2023/24 akan menggunakan format 5+1. Maksud dari format tersebut adalah para klub Liga 1 2023/24 diperbolehkan memiliki enam pemain asing.
Dengan catatan, para klub Liga 1 2023/24 hanya boleh merekrut lima pemain dari benua mana saja serta satu pemain wajib dari Asia Tenggara. Untuk itu, saat ini banyak klub yang berburu pemain dari Asia Tenggara.
Menurut Wakil Ketua Umum PSSI, Zainudin Amali, diterapkannya peraturan tersebut agar Liga 1 dapat dikenal lebih luas lagi di Asia Tenggara. “Supaya apa? Supaya masyarakat di Asia Tenggara menonton kompetisi kita,” kata Amali beberapa waktu lalu.
Amali mengklaim kehadiran pemain Asia Tenggara akan meningkatkan animo penonton dari negara tetangga. Menurutnya, hal itu dapat terealisasi karena siaran Liga 1 dapat dinikmati oleh penonton di Asia Tenggara. “Jadi bagi yang mendapatkan hak siar, ya makin bagus. Karena coverage siaran itu sampai Asia Tenggara,” ujar Amali.
Sejauh ini baru ada tujuh klub yang telah melengkapi kuota asing untuk Liga 1 2023/24. Berikut ketujuh klub tersebut:
Persik Kediri menjadi tim pertama yang telah melengkapi slot pemain asing untuk Liga 1 2023/24. Tim asuhan dari Marcelo Rospede tersebut telah merekrut beberapa pemain asing baru.
Nama bek timnas Filipina, Simen Lyngbo menjadi penutup kuota pemain asing Persik. Sebelumnya Persik Kediri sudah memiliki trio asal Brasil yakni Renan Silva, Anderson do Nasicemto.
Selain itu ada juga pemain asal Brasil, Pedro Paulo yang baru didatangkan musim ini plus duo Rohit Chand (Nepal) dan Flavio Silva (Brasil).
Rans Nusantara baru saja mendatangkan empat pemain baru sekaligus untuk Liga 1 2023/24. Tiga dari empat pemain tersebut merupakan pemain yang berasal dari Portugal. Sedangkan satu lagi berasal dari Angola.
Keempat pemain tersebut adalah Tavinho (Portugal), Angelo Meneses (Portugal), Francisco Carneiro Kiko (Protugal) dam Evandro Brandao (Angola). Sebelumnya Rans Nusantara juga telah mererut satu pemain dari Filipina, Kenshiro Daniels.
Untuk satu nama lagi diisi oleh pemain asal Jepang, Mitsuru Maruoka yang tetap dipertahankan oleh Rans Nusantara untuk Liga 1 2023/24.
Pada Liga 1 2023/24, klub berjuluk Pendekar Cisandane ini merekrut dua nama pemain asing baru. Dua pemain asing yang bergabung ke Persita, yakni gelandang asal Argentina, Mateo Bustos dan bek Filipina, Christian Rontini.
Nama Mateo Bustos sebetulnya tidak asing untuk Persita Tangerang. Sebelumnya ia pernah membela Persita Tangerang pada 2020 lalu. Tiga tahun berselang akhirnya ia kembali ke Persita Tangerang.
Persita Tangerang juga mempertahankan pemain asing mereka. Sebut saja Ramiro Fergonzi, Ezequiel Vidal (Argentina), Bae Sin Yeong (Korea Selatan) dan Javlon Guseynov (Uzbekistan).
Borneo FC Samarinda melengkapi kuota enam pemain asing setelah resmi mendatangkan bek asal Portugal, Silverio Silva. Bek berusia 27 tahun tersebut diumumkan gabung dengan Borneo FC pada Senin 29 Mei 2023 dan sebelumnya bermain di Penafiel, klub Liga 2 Portugal.
Kedatangan Silverio menyudahi perburuan Pesut Etam untuk sektor pemain asing untuk musim 2023/2024 setelah sebelumnya Borneo FC mendatangkan bek Brasil, Leo Lelis.
Kemudian penyerang asal Belanda, Jelle Goselink dan winger timnas Myanmar, Win Naing Tun. Di lain sisi, kehadiran Silverio juga menguatkan indikasi Borneo FC bakal mencoret bek asal Brasil, Julio Cesar.
Untuk dua nama lain merupakan pemain yang dipertahankan oleh Borneo FC, keduanya adalah Matheus Pato penyerang asal Brasil yang sukses menjadi top skorer Liga 1 2022/23. Serta Kei Hirose, gelandang asal Jepang.
3. Persebaya Surabaya
Persebaya Surabaya baru saja merekrut Dusan Stevanovic, pemain asal Serbia yang telah dikontrak selama satu musim oleh tim berjulukan Bajul Ijo tersebut. Dusan Stevanovic juga telah mengikuti latihan bersama dengan tim.
Sebelum mendatangkan Stevanovic, Persebaya Surabaya sudah punya lima pemain asing. Mereka adalah Song Ui-young (Singapura), Jose Pedro Magalhaes Valente (Brasil), Bruno Moreira Soares (Brasil), Sho Yamamoto (Jepang), dan Paulo Victor Costa Soares (Brasil).
PSM Makassar telah mengumumkan telah perpanjangan kontrak empat pemain asing. Mereka adalah Wiljan Pluim (Belanda), Everton Nascimento (Brasil), Kenzo Nambu (Jepang), dan Yuran Fernandes (Cape Verde). Nama terakhir diberikan kontrak panjang oleh PSM hingga tahun 2026.
Belum lama ini, PSM resmi mengumumkan kedatangan dua pemain asing baru. Mereka adalah Adilson Silva dan Kike Linares. Adilson merupakan pemain asal Portugal yang berposisi sebagai striker.
Sementara itu, Kike merupakan pemain asal Spanyol yang memiliki paspor Filipina. Perekrutan Kike untuk mengisi slot pemain ASEAN di PSM Makassar. Bergabungnya kedua pemain itu membuat kuota pemain asing PSM Makassar untuk musim depan lengkap.
Klub terbaru yang telah melengkapi kuota asingnya adalah Persib Bandung. Sebelumnya Persib Bandung telah memiliki empat pemain asing yang telah bertahan sejak musim lalu.
Keempat pemain tersebut adalah Ciro Alves (Brasil), Nick Kuiper (Belanda), David da Silva (Brasil) dan Daisuke Sato (Filipina). Mereka diproyeksikan untuk tetap bermain bersama Persib Bandung untuk Liga 1 2023/24.
Terbaru Persib Bandung merekrut dua pemain asing asal Spanyol. Kedua pemain tersebut adalah Tyronne del Pino dan Alberto Rodriguez. Bergabungnya kedua pemain itu membuat kuota pemain asing Persib Bandung untuk musim depan lengkap.
Liga 1 2023/2024 akan digelar selama 11 bulan. Jadwal pertandingan berlangsung pada 1 Juli 2023 hingga 31 Mei 2024.
Periodesasi Liga 1 lebih panjang karena akan mengikuti sejumlah aturan yang ada. Kompetisi akan berhenti setiap agenda Timnas Indonesia semisal Piala Asia, Kualifikasi Piala Dunia 2026, FIFA Matchday, hingga Asian Games 2022.
Selain itu, Liga 1 juga akan berhenti selama periode Pemilihan Umum (Pemilu) 14 Februari 2024. Ini dilakukan agar kompetisi tidak terganggu oleh agenda-agenda selama tahun politik.
JAKARTA – Aturan pemain asing Liga 1 2023-2024 berpeluang bertambah menjadi 5+1. Nantinya, terdapat tambahan kuota khusus untuk pemain asing asal Asia Tenggara.
Sebelumnya, Liga 1 2022-2023 memiliki aturan pemain asing 3+1. Klub-klub yang bertanding di kompetisi kasta teratas Tanah Air dapat mendaftarkan tiga pemain asing dengan kewarganegaraan bebas plus satu dari Asia.
Namun demikian, PT LIB berencana menambahkan kuota pemain asing untuk Liga 1 2023-2024. Nantinya, aturan pendaftaran pemain asing akan berubah menjadi 5+1.
Adapun rinciannya adalah lima pemain asing dengan kewarganegaraan bebas plus satu pemain asing asal Asia Tenggara. Terbaru, Ketua Umum PSSI, Erick Thohir, menjelaskan bahwa rencana tersebut belum final.
“Saya meminta klub dan Liga segera memutuskan kesepakatan-kesepakatan yang mereka usulkan kepada kami PSSI, termasuk jadwal. Detailnya di mereka kita tunggu saja,” ujar Erick Thohir kepada awak media, termasuk sportstars.id, Jumat (28/4/2023).
“(Pemain) naturalisasinya berapa. Yang pasti terakhir bebas. Lalu ada enam pemain (asing) seperti standar AFC. Satu dari Asia Tenggara dan yang lain tidak dari Asia Tenggara. Silakan,” sambungnya kemudian.
Rencana aturan tersebut menyesuaikan terhadap regulasi terbaru kuota pemain asing dari Konfederasi Sepak Bola Asia (AFC). Mulai musim 2023-2024, AFC memperbolehkan setiap klub mendaftarkan 5 pemain asing dari kebangsaan manapun dan 1 pemain dari Asia. Kita tunggu saja keputusan PT LIB terkait rencana tersebut nanti.
Kick off Liga 1 2023/2024 tinggal menunggu hari, tepatnya, Sabtu, 1 Juli 2023. Sebanyak 18 klub peserta Liga 1 telah mempersiapkan skuadnya, terutama slot pemain asing. Regulasi Liga 1 2023/2024 sendiri menyebut bahwa masing-masing klub peserta diperbolehkan menggunakan 6 pemain asing dengan komposisi 5 pemain asing bebas dan 1 pemain asing ASEAN.
Pemain asing yang didatangkan tidak semuanya punya pengalaman bermain di Indonesia. Bahkan, ada beberapa klub mendatangkan pemain yang baru pertama kali merumput di Indonesia, bahkan Asia. Siapa saja mereka? Simak daftar lengkap pemain asing yang akan berlaga di Liga 1 2023/2024 berikut ini, ya!
Arema FC merombak skuad untuk mengarungi Liga 1 2023/2024. Setelah melepas Adilson Maringa ke Bali United, klub ini langsung tancap gas merekrut pemain asing. Ada tiga pemain asing yang siap merumput bersama Arema FC pada Liga 1 2023/2024.
Rekrutan pertama adalah Gustavo Almeida, striker asal Brasil. Kemudian, ada Ichaka Diarra yang berposisi sebagai stopper asal Mali. Untuk membantu Gustavo Almeida di lini depan, Arema FC merekrut Charles Lokolongoy yang berkewarganegaraan Australia dengan posisi striker. Arema FC tetap memakai pemain asal Jepang, Renshi Yamaguchi, yang berposisi sebagai gelandang.

Tidak mau mengulangi kerapuhan lini belakang musim lalu, Bali United langsung merekrut dua pemain asing di lini belakang. Kali ini, mereka menggunakan kiper asing yang direkrut dari Arema FC, Adilson Maringa. Pemain belakang kedua adalah Elias Dolah, mantan pemain Port FC, Thailand. Ia akan mengisi posisi yang ditinggalkan oleh Willian Pacheco.
Sedangkan pemain asing lainnya, seperti Brwa Nouri, Eber Bessa, dan Privat Mbarga kembali memperkuat Serdadu Tridatu. Bali United masih membutuhkan kecepatan Privat Mbarga menusuk dari sisi sayap, kelincahan Eber Bessa di sektor tengah, dan ketenangan Brwa Nouri dalam mengatur serangan. Sejauh ini, Bali United masih menyisakan satu slot jatah pemain asing.
Barito Putera telah melengkapi jatah pemain asing untuk mengarungi Liga 1 2023/2024. Tiga pemain asing baru telah direkrut oleh Laskar Antasari. Mereka adalah Carli de Murga, mantan pemain belakang Kelantan FC, Malaysia, Makan Konate (Mali) yang sudah malang melintang di Liga 1, dan Murilo Mendes yang merupakan mantan penyerang Timnas U-17 Brasil. Sedangkan tiga pemain asing lainnya, Renan Alves (pemain belakang), Mike Ott (gelandang serang), dan Gustavo Tocantins (striker) merupakan pemain yang telah bersama dengan Barito Putera sejak Liga 1 2022/2023 lalu.
Bursa transfer dari Bhayangkara FC belum menggeliat jelang dimulainya Liga 1 2023/2024. Mereka masih mempertahankan pemain asing yang digunakan pada Liga 1 2022/2023. Tiga pemain asing tersebut adalah Anderson Sales (bek) asal Brasil, Adam Najem (gelandang bertahan) asal Afganistan, dan Maties Mier (gelandang) asal Uruguay yang memiliki performa apik di musim lalu.
Matheus Pato masih menjadi andalan Borneo FC di lini depan. Top skor musim lalu ini akan bekerja sama dengan Jelle Goselink yang didatangkan dari klub Helmond Sport, Belanda, dan Win Naing Tun yang didatangkan dari Yangon United, Myanmar. Di lini belakang, Borneo FC diperkuat oleh Leo Lelis, mantan bek Persebaya Surabaya, serta bek asal Portugal, Silverio Silva.
Pemain Jepang, Kei Hirose, masih dipercaya untuk mengisi lini tengah Tim Pesut Etam. Dari total 6 pemain asing yang dimiliki Borneo FC, 4 pemain adalah rekrutan anyar, sedangkan 2 lainnya adalah pemain yang telah memperkuat Borneo FC pada kompetisi sebelumnya. Kekuatan ini menjadikan Borneo FC sebagai salah satu tim kandidat juara Liga 1 2023/2024.

Dewa United belum melengkapi slot pemain asingnya. Rekrutan teranyarnya adalah Dimitris Kolovos, gelandang serang asal Yunani. Sebelumnya, mereka telah merekrut mantan penyerang Bhayangkara FC asal Brasil, Alex Martins. Tangsel Warrior mempertahankan dua legiun asingnya, yaitu Risto Mitrevski pemain belakang asal Makedonia Utara dan Majed Osman pemain tengah asal Lebanon.
Madura United telah melengkapi slot enam pemain asing untuk berlaga di Liga 1 2023/2024. Junior Brandao, penyerang asal Brasil menjadi rekrutan pemain asing terakhir Laskar Sapeh Kerrab. Sebelumnya, Madura United menambah amunisi pemain asing dengan mendatangkan pemain asal Meksiko, Fransisco Israel Rivera. Pemain yang berposisi gelandang ini sebelumnya memperkuat KF Llapi, Kosovo.
Untuk slot pemain ASEAN, Madura United merekrut pemain Timnas Singapura, Jacob Mahler yang berposisi sebagai bek. Madura United juga mempertahankan tiga pemain asing yang sebelumnya bermain di Liga 1 2022/2023. Mereka adalah Cleberson Martins (Brasil) yang berposisi sebagai bek tengah, Luis Marselo Morais dos Reis alias Lulinha (Brasil) berposisi sebagai penyerang sayap, dan Hugo Gomes dos Santos Silva (Brasil) yang berposisi sebagai gelandang serang.

4 group winners and 4 runners-up will advance to the fourth round.
The draw for third round was held on 17 May 2024. The 16 teams were drawn into four groups.
The following draw mechanism is applied: 1. The 16 teams seeded into two pots based on their performance in second round. Pot 1 contains the group winners and pot 2 contains the runners-up teams of the second round. 2. The teams were drawn into 4 groups. Each group contains two teams from pot 1 and two teams from pot 2.

Regulasi pemain asing, pendaftaran pemain, hingga kewajiban baru terkait pemain U-23.
PT Liga Indonesia Baru (LIB) selaku operator kompetisi sepakbola profesional Indonesia telah memberikan surat secara sirkuler kepada tim peserta Liga 1.
Surat tersebut mengenai pelaksanaan kompetisi Liga 1 2023/24 yang rencananya akan dimulai pada Juli mendatang, dengan tim peserta sebanyak 18.
Seperti yang sudah ramai diberitakan, bahwa ada beberapa kebijakan baru pada Liga 1 musim mendatang. Salah satunya adalah penambahan kuota pemain asing.
Melalui surat tersebut, terdapat regulasi pemain untuk musim 2023/24 dalam beberapa poin. Tiap klub boleh memiliki enam pemain asing dengan detail kuota tertentu.
Yang menarik, ada juga regulasi tambahan terkait kewajiban menggunakan pemain muda pada setiap pertandingan, seperti yang disampaikan dalam surat LIB itu.

Perlu digarisbawahi, bahwa regulasi yang disampaikan dalam surat tersebut masih akan dibahas pada Managers Meeting klub Liga 1 2023/24 yang digelar Juni nanti. Sehingga, bisa timbul perubahan dari regulasi yang sudah disampaikan ini.
Belum semua klub Liga 1 2023/24 melengkapi slot maksimal legiun impor.
Liga 1 2023/24 sudah bergulir sejak awal Juli. Akan tetapi, belum semua klub melengkapi slot pemain asing untuk mengarungi kompetisi sepakbola kasta teratas Tanah Air tersebut.
Pada Liga 1 2023/24, setiap klub diizinkan maksimal memakai enam pemain asing. Hanya saja, satu di antara dari legiun impor tersebut wajib berpaspor Asia Tenggara.
Penerapan enam pemain asing merupakan regulasi baru. Pada musim sebelumnya, setiap klub diperbolehkan memakai empat legiun impor yang mana satu di antaranya wajib berasal dari Asia.

Football league season
2023–24 Liga 3 was the eighth season of the Liga 3 under the current name and the ninth season under the current league structure, and the only amateur league football competition in Indonesia. The tournament was organized by Provincial Association of PSSI for the provincial phase and PSSI for the national phase.
Karo United was the champions in the 2021–22 season.
Because Liga 2's previous season along with 2022–23 Liga 3 were abandoned due to a combination of factors with the most notable among them was the Kanjuruhan Stadium disaster,[2] participants of the league remained unchanged from last season.
As the 2022–23 Liga 2 and 2022–23 Liga 3 were abandoned along with the relegation rule which was being scrapped from 2022–23 Liga 1, the league's teams remained unchanged. The following teams changed division after the 2021 season.

A total of 436 teams participated in the provincial phase of 2023–24 Liga 3.

These teams will be the representatives from their provincial league to be competing in national phase.
14 provincial associations received free slots to the national phase based on their performance in the 2022–23 season, as not all provincial associations organised competitions for the provincial phase in the 2022–23 season.

The twelve teams that advanced from the preliminary round were divided into 3 groups of four teams to play home-and-away round-robin matches.
Three group winners and the one best runner-up advanced to the knockout round.

In the knockout round, the 4 teams that advanced from championship round played against each other over two legs on a home-and-away basis. The champions, runner-up and third place of 2023–24 Liga 2 will be promoted to 2024–25 Liga 1.
PSBS won 5–1 on aggregate and promoted to 2024–25 Liga 1.
Semen Padang won 2–1 on aggregate and promoted to 2024–25 Liga 1.
Malut United won 3–2 on aggregate and promoted to 2024–25 Liga 1.

Football league season
The 2023–24 Liga 2 (Indonesia) (also known as the 2023–24 Pegadaian Liga 2 for sponsorship reasons)[1] was the seventh edition of the Liga 2 under its current name and the 14th edition under its current league structure. PT Liga Indonesia Baru (LIB) are responsible for administrating the league. Plans to change Liga 2's operator were shelved for this season and will be postponed to at least the 2024–2025 season.[2][3]
As Liga 2's previous season and 2022–23 Liga 3 were abandoned due to a combination of factors with the most notable among them being the Kanjuruhan Stadium disaster,[4] participants of the league remain unchanged from last season, 28 teams (an increase of four teams from the 2021–22 Liga 2 season).[5][6] The new season also marked the return of foreign players to the second division of Indonesian football.[6]
The league format was announced on 16 August 2023.[7] The season started on 10 September 2023.[8]

PSSI, for the first time since 2014, allowed second division teams to sign foreign players after prohibiting clubs to register them for the past six editions. For this Liga 2 season, clubs were allowed to register two foreign players per team (with one of them coming from a member association of the AFC).[6][102]
